About BID3
BID3 ran from 2018 to 2023 across both Halebank and Astmoor Industrial Estates. Throughout BID3 Halton BID continued to support BID businesses through some very challenging times and trading difficulties.
The BID continued to provide services to improve the quality of the area for the businesses, visitors and employees within it, as well as improving attractiveness to new investors. Projects included the provision of better lighting and street cleaning, as well as the creation of green spaces, crime reduction programmes, events and accessibility improvements, in addition to marketing, networking and inward investment initiatives.

Astmoor Industrial Estate
Astmoor Industrial Estate is a large estate totalling 2.3 million square feet of primarily industrial space. The estate covers an area of approximately 195 acres. Located to the north east of Runcorn, the estate is situated adjacent to the Manchester Ship Canal on the south bank of the River Mersey. Astmoor is also one of eight regeneration impact areas identified in the Mersey Gateway Regeneration Plan Plus.

Halebank Industrial Estate
Halebank Industrial Estate is an established industrial park located on the western fringe of Widnes. Halebank has convenient access to the A562, the main arterial road to Liverpool (13 miles) and the John Lennon International Airport (5 miles). Widnes Business Park is situated on Foundry Lane, comprising an array of industrial and office accommodation set in an established commercial location.
Governance & Legalities
Halton Chamber Enterprises Ltd., trading as Halton BID, was established as a not-for-profit company to manage both Halebank and Astmoor Business Improvement Districts. An Executive Board of volunteers has been established with equal representation from Astmoor and Halebank BIDs. Additional support is provided by the BID business volunteers who were elected to the Astmoor Operating Group and Halebank Operating Group and the team at Halton Chamber of Commerce.
Our company number is 10986509 and we were incorporated on 28th September 2017. Our registered office is 7th Floor Municipal Building, Kingsway, Widnes, United Kingdom, WA8 7QF.
