About Halton BID
A Business Improvement District (BID) is a designated zone in which businesses benefit from a wide range of additional services over and above those funded through the standard commercial rates and council services.
Constituted by UK Law in 2004 a BID is a powerful, independent voice representing the interests of a varied community of organisations, committed to working together to ensure that the area continues to progress whilst providing the best possible trading and working environment for its occupiers.
BIDs are all about businesses working together to take control of their trading environment and to collectively address the issues that affect them.
BID areas in Halton
There are two Business Improvement Districts in Halton, the Astmoor Industrial Estate in Runcorn and in Widnes the Halebank Industrial Estate including Widnes Business Park.
A Business Improvement District has been operating on both Astmoor and Halebank Industrial Estates since 2008.
Astmoor Industrial Estate
Astmoor Industrial Estate is a large estate totalling 2.3 million square feet of primarily industrial space. The estate covers an area of approximately 195 acres. Located to the north east of Runcorn, the estate is situated adjacent to the Manchester Ship Canal on the south bank of the River Mersey. Astmoor is also one of eight regeneration impact areas identified in the Mersey Gateway Regeneration Plan Plus.
Halebank Industrial Estate
Halebank Industrial Estate is an established industrial park located on the western fringe of Widnes. Halebank has convenient access to the A562, the main arterial road to Liverpool (13 miles) and the John Lennon International Airport (5 miles). Widnes Business Park is situated on Foundry Lane, comprising an array of industrial and office accommodation set in an established commercial location.
Governance and Legalities
Halton Chamber Enterprises Ltd., trading as Halton BID, was established as a not-for-profit company to manage both Halebank and Astmoor Business Improvement Districts. An Executive Board of volunteers has been established with equal representation from Astmoor and Halebank BIDs. Additional support is provided by the BID business volunteers who were elected to the Astmoor Operating Group and Halebank Operating Group and the team at Halton Chamber of Commerce.
Our company number is 10986509 and we were incorporated on 28th September 2017. Our registered office is 7th Floor Municipal Building, Kingsway, Widnes, United Kingdom, WA8 7QF.

The responsibilities of the BID Board are to guide and direct the BID Manager in the delivery of the Business Improvement District, ensuring that the BID Manager is held accountable for expenditure of BID3 monies and approving eligible expenditure in line with the delegated powers.
