As the property you have recently moved into falls within the Astmoor or Halebank Business Improvement District Area you will be liable for the BID levy.  However, as your lease commenced after 1st April 2025, you will not become responsible for the BID levy until 1st April 2026.

What is a Business Improvement District (BID)?

A BID is a geographically defined area where all businesses contained within that area get together and agree to pay into a collective pot to fund additional services that they feel will benefit themselves and their local business community for the next five years. Each business pays according to its rateable value. All the money that is collected buys the extras that, by common agreement, the businesses want to have. This process is controlled by the businesses themselves.

BIDs are all about businesses working together to take control of their trading environment and to collectively address the issues that affect them. It’s important to remember that BIDs don’t fund or replicate services that are provided by public agencies, such as the Council or the Police. In fact, through a collective voice for business BIDs seek to work in partnership for the benefit for all.

BID4 was successful in the March 2023 ballot meaning
five more years of Halton BID across both Astmoor and Halebank.

The business improvement districts have been in place since 2008 and continue to develop and strengthen the estates. As a BID Business you have access to numerous services and support.

All services provided by Halton BID to BID businesses are listed below, and in the Services tab above. If you want to discuss any BID related activity and find out how we can help you and your business please get in touch with us by calling 0333 358 3573 or emailing BID@haltonchamber.co.uk.

How is My Levy Calculated?

The BID levy is calculated using a ‘chargeable day’ that imposes the full year levy charge on the incumbent on a fixed day of that year (1st April), with the exception of those premises with a rateable value ≤ £3,000.

For the avoidance of doubt, the formal revaluation that took place on the 1st of April 2023 shall be ignored and the 31st March 2023 rating list will continue to apply.

The 1st of April rating list and any other national revaluation only apply post-ballot.

Therefore, the rateable value shown on your business rates invoice issued by the local authority will be different from the rateable value shown on your BID levy demand.
